La Asamblea toma acciones para encontrar una solución a los problemas que dejan los desastres naturales en la parroquia rural de San José de Alluriquín, de la provincia de Santo Domingo de los Tsáchilas.
Como se recuerda, el 26 de abril de 2016 se produjo el represamiento del afluente del río Damas, lo que provocó el desbordamiento sobre la población de Alluriquín y ocasionó pérdidas humanas y materiales.
Con la presencia de los moradores de esta localidad y con 118 votos afirmativos, el Legislativo demandó que la Secretaría Nacional de Gestión de la Política realice la evaluación del cumplimiento por parte de los gobiernos autónomos descentralizados y las instituciones del Sistema Nacional Descentralizado de Gestión de Riesgos, de las resoluciones y recomendaciones establecidas en el informe técnico respecto al análisis de las inundaciones y desbordamiento del río Damas ocurridas en el poblado de Alluriquín. Se recomiendan medidas ingenieriles estructurales y no estructurales para enfrentar este problema.
El Pleno solicitó a la Comisión de Gobiernos Autónomos de la Asamblea Nacional que, en el plazo de 30 días, requiera información y convoque a las autoridades de la Secretaría de Gestión de Riesgos. Esta debe hablar sobre las acciones ejecutadas por las distintas instituciones pertenecientes al Sistema Nacional Descentralizado de Gestión de Riesgos sobre la problemática de la parroquia Alluriquín como consecuencia de las catástrofes naturales ocurridas el 26 de abril de 2016.
Así mismo, se requiere al Ministerio de Finanzas información detallada referente a los recursos económicos destinados a inversión en la parroquia rural de Alluqiruín y transferidos a la Secretaría de Gestión de Riesgos y a otras instituciones.
Instó al Gobierno Autónomo Descentralizado cantonal de Santo Domingo a cumplir sus competencias establecidas legalmente para la inmediata elaboración de los estudios para la construcción del muro protector ribereño longitudinal en la margen derecha del río Damas, que mitigue el riesgo y genere condiciones favorables para proteger la vida de los habitantes de esa zona.
Además, la inmediata restauración de la planta de captación del sistema de agua potable y la reparación del sistema de conducción y distribución de este líquido afectados por el desbordamiento del río, a fin de que la población de este sector cuente con el servicio de agua potable.
Por último, instó al Gobierno Autónomo Provincial de Santo Domingo de los Tsáchilas la ejecución y cumplimiento de las recomendaciones relacionadas con sus competencias exclusivas e informe las acciones, inversiones y obras ejecutadas a la presente fecha.
El vicepresidente de la Comisión de Participación Ciudadana, Ángel Gende, quien presentó la resolución, precisó la difícil situación que viven los moradores de Alluriquín a causa de la gran cantidad de deslizamientos ocurridos en zonas de riesgos y lo evidenció a través de la proyección de un video que da fe y testimonio de la difícil situación que vive esta localidad.
William Garzón, representante de la provincia Tsáchila, explicó los problemas que sufre esta localidad por la inclemencia climática. Se refirió a varias acciones que se tomaron como medida de prevención.
Silvia Salgado sostuvo que es necesario trabajar en la prevención y mitigación de los problemas de todo el país, para lo que sugirió crear una Ley de Gestión de Desastres Naturales.
“Nadie puede dormir en paz porque el riesgo es eminente” sostuvo Manuel Ochoa, de esa misma provincia. “Alluriquín necesita créditos e inversiones para salir de la difícil situación económica”, concluyó.
