Por transferencia del Consejo Nacional de Competencias, el Gobierno Provincial de Santo Domingo de los Tsáchilas, como Autoridad Ambiental de Aplicación Responsable, tiene ahora el control y seguimiento de todas las actividades productivas que existen en la provincia.
Ivanova Ortega, directora de Gestión Ambiental, explicó que desde septiembre de 2015 que asumió esta competencia, la Prefectura controlaba las actividades productivas, excepto aquellas que habían obtenido los permisos con el Ministerio del Ambiente.
“Este hecho realmente impedía que quienes ejercíamos la competencia, lo hiciéramos de forma amplia y organizada”, sostuvo la Directora, indicando que en algunos casos se atendía una sola denuncia en ambas instituciones, y se generaban dos informes sobre una misma actividad.
Ante ello, y por pedido del Consorcio de Gobiernos Provinciales (CONGOPE), se dio una reforma a dicha resolución, y se expidió una nueva, estableciendo que los Gobiernos Provincial que ya han sido acreditados como autoridades ambientales tengan el control y seguimiento de todas las actividades productivas, incluyendo las actividades que hayan obtenido el permiso con el MAE.
El Ministerio del Ambiente seguirá siendo el ente que emita los registros de desechos especiales o peligrosos; a su vez también van a seguir controlando proyectos desde los sectores estratégicos y áreas protegidas.
